Neal Whiteside, MASC, PEng - principal

Neal Whiteside founded Water Street Engineering Ltd. in 2014. He has 24 years’ of municipal engineering experience. Neal’s professional focus is water system planning and design.

Neal has extensive water system design experience including the design and construction management of water mains, booster pump stations, groundwater wells, storage reservoirs, control valve stations, and chlorination systems.

Neal’s planning work in the municipal water sector includes model development, demand forecasting, fire-flow analysis, water quality analysis, evaluation of upgrading alternatives, water audits, and asset management studies. Neal has led several master planning projects that included all of these elements. His recent work has focused on master planning of new neighbourhoods (Silver Valley Area Water Servicing), demand forecasting ( MV Impact of Urban Densification on Water Demands), and assessment of aging infrastructure assessment ( North Vancouver Water Model Assessment and Zoning). Neal has long standing relationships with several municipal water utilities in BC, providing ongoing advice prioritizing and addressing their water infrastructure challenges.



Allan has over 30 years’ experience planning and designing successful water, wastewater and water resources projects. These have ranged from water treatment plants, pumping facilities of all sizes, pipelines and buried services, stormwater management facilities, and river works.

Allan is particularly known for leading design teams delivering built projects that are practical, cost-effective, safe, and designed with the operators in mind. These have included urban infrastructure facilities such as pump stations that were unobtrusively integrated into populated areas; water management projects for heavy industries such as mines and bulk terminals; and infrastructure for First Nations.

In recent years (since 2014) he has led teams for very high-profile river rehabilitation projects, including the tailings dam failure at Samarco in Brazil.





Pádraig Harrington, PEng has over 13 years’ of broad-based water and wastewater engineering experience, including detailed design for waterworks, drainage systems, lift stations and valve chambers. His an active member of the BC Water and Wastewater Association.

Pádraig has experience in hydraulic design of pumped and gravity systems, pipe design and pump selection, as well as the design and construction of water distribution infrastructure including pump stations, reservoirs, PRV stations, and flowmeter stations. His recent projects include designing infrastructure for port facilities and acting as owners engineer. He is passionate about creating effective engineering solutions for his clients which help them to achieve their goals while benefiting the wider community.

He is experienced at leading multi-disciplinary teams in the delivery of municipal facilities. His knowledge, expertise and relationships with many municipalities allow him to assist both Municipal and Developer clients in the delivery of successful facilities that effectively service both existing and future communities.

In addition to his civil/mechanical design experience, Pádraig is a member of the Structural Engineers Association of BC, and has designed several utility structures throughout BC using various material types including concrete, masonry and timber. 



stuart fretwell, PENG - Civil design Engineer 

Stuart Fretwell is a Professional Engineer with over eight years’ of municipal engineering experience.  Stu’s design experience includes large and small diameter water mains, sewers and force mains, sanitary sewer lift stations, and chlorination systems.  

He also has significant construction experience working as a Contract Administrator, construction manager and completing field reviews. Stuart’s previous experience as a surveyor and CAD design technologist provide Stu with extensive practical design and layout experience for water and wastewater infrastructure projects.



Luc Harvey, EIT - junior Engineer 

Luc is a 2019 graduate from the University of British Columbia who rejoined WSE after completing previous co-op terms with Water Street Engineering.

Luc has experience in water system demand assignment, hydraulic modelling, use of GIS for analysis and reporting, developing cost estimates, and water infrastructure detailed design. Luc also has previous work experience in geotechnical materials testing, and mine waste water management.


Spencer pakulak - Civil engineering technologist

Spencer is a 2019 graduate from BCIT’s Civil Engineering Technology program. Spencer has experience in design and drafting with AutoCAD Civil 3D, Revit and Inventor.

Spencer’s previous experience includes work with the City of Burnaby.


Brendan Ward - Mechanical engineering assistant

Brendan is a fourth year University of British Columbia mechanical engineering student. His previous work experience in consulting and industry in various locations around BC provides Brendan with a diverse background in design and hands-on experience working with mechanical systems.
