SENIOR MUNICIPAL ENGINEER
Neal Whiteside is a Senior Municipal Engineer with a focus on water system planning and design. Neal has extensive water system design experience including the design and construction management of water mains, booster pump stations, groundwater wells, storage reservoirs, control valve stations, and chlorination systems.
Neal’s planning work in the municipal water sector includes model development, demand forecasting, fire-flow analysis, water quality analysis, evaluation of upgrading alternatives, water audits, and asset management studies. Neal has led several master planning projects that included all of these elements. Neal has long standing relationships with several municipal water utilities in BC, providing ongoing advice prioritizing and addressing their water infrastructure challenges.
Neal was a contributing author to the 2022 update of the MMCD Design Guidelines.

Allan is a senior civil engineer with degrees in engineering (1987) and planning (1999) from the University of British Columbia. He has extensive experience planning and designing successful water, wastewater and water resources projects in North America as well as Brazil. These have ranged from drinking water treatment and distribution, wastewater collection, pumping facilities of many types, pipelines and buried services, stormwater management facilities, and river works.
Allan is particularly known for leading design teams delivering built projects that are practical, cost-effective, safe, and designed with the operators in mind. These have included urban infrastructure facilities such as pump stations that were unobtrusively integrated into populated areas; water management projects for heavy industries such as mines and bulk terminals; and infrastructure for First Nations.
Allan is a Professional Engineer registered in British Columbia and Washington State.

Stuart Fretwell is a Civil Engineer with municipal engineering experience. Stuart’s design experience includes large and small diameter water mains, sewers and force mains, sanitary sewer lift stations, and chlorination systems.
He also has significant construction experience working as a Contract Administrator, construction manager and completing field reviews. Stuart’s previous experience as a surveyor and CAD design technologist provide him with extensive practical design and layout experience for water and wastewater infrastructure projects.

Laura is a Civil Engineer with a degree in Environmental Engineering from the University of Guelph. Her experience includes water infrastructure design, hydraulic modelling, asset management, water resources, and district energy systems.
She has extensive experience modelling municipal water systems and district energy systems using most industry standard software packages. Her hydraulic modelling experience also includes modelling fire-flow, water quality, and transient response. In addition to hydraulic modelling, Laura also applies GIS based tools for asset management, and master planning.
Laura also undertakes a range of detailed design projects including buried piping, transmission mains, dikes, and erosion protection works. She also provides construction support and acts as field engineer.

David joined Water Street in January 2024 as a Senior Water Resources Engineer. He specializes in the field of water resources engineering. He has extensive experience in hydrologic and hydraulic analysis, stormwater management design, natural hazard and floodplain assessments, and the management and execution of surface water monitoring programs.
Working in Ontario, David had significant involvement in the preparation of Drainage Master Plans and Class Environmental Assessments. Working in BC since 2022, he has gained significant experience in the mining sector, leading hydrotechnical designs for spillways, pond and ditch improvements, and the decommissioning of water diversion systems. David has broad experience in project management, construction inspection, overseeing permit requirements, completing field work for surface water monitoring programs, and assisting with contract management.

Stuart Gilbert is a Civil Engineer with municipal planning, design and construction experience. Stuart has worked on a variety of water and wastewater projects ranging from development servicing to regional reservoirs and pump stations. His experience includes hydraulic modelling, condition assessments, conceptual and detailed designs, construction inspection, and contract administration.
Having previously worked as a municipal utility owner, Stuart understands that there are unique needs for each utility system and he strives to deliver cost-effective, practical solutions that align with long term plans.
In his spare time, Stuart enjoys skiing, biking, hiking, and camping on the north shore mountains and up the Sea to Sky corridor.

Jessica is a Civil Design Technologist with experience in civil and mechanical engineering practice. Jessica has worked on various types of projects from water pump stations, PRV stations, sanitary lift stations, slurry piping, asphalt replacement, and drainage stations.
Her experience includes all aspects of the project life cycle including design/drafting, site inspections, report writing, contract administration services, commissioning, and station assessments. She received her CCA designation with the MMCD in 2021 and has extensive site inspection experience.
Outside of work, Jessica loves skiing, boating, hiking, camping, biking and just generally being outside in the BC wilderness.

Theresa is a 2021 graduate of UBC’s Civil Engineering Program. Her experience includes system planning and design, demand analyses, hydraulic modelling, and GIS. Previously, Theresa completed an 8-month co-op at Water Street where she worked on a number of water, sanitary sewer, and stormwater projects. Her work experience also includes work with the City of Vancouver Waterworks Design Branch in the Water System Planning and Development group.

Connor graduated from the environmental engineering program through the University of Northern British Columbia in 2022. Throughout his education he built his engineering skill sets to focus on water resources.
Connor is currently a registered engineer in training with 1 year of experience in civil consulting in northern BC. He has experience with industrial infrastructure, transportation, and habitat restoration projects. His experience also includes material testing, construction monitoring, and environmental monitoring.
Outside of work Connor loves skiing, sailing, hiking, camping, and anything else that involves exploring BC’s wilderness.

Mackenzie joined Water Street in 2023 after graduating from BCIT’s Civil Engineering program. He has over 5 years’ experience in civil and water resources engineering as a student and through previous work terms at Water Street.
Mackenzie has applied for EIT status and continues to gain experience in hydraulic modelling, hydrological analysis, and water utility design. He has previous experience in engineering design and analysis, field inspections, and preparation of drawings, specifications, and cost estimates.
In his free time, Mackenzie enjoys exploring the many rivers of BC and Alberta with a fly rod. Other hobbies include skiing, skateboarding, biking, ice hockey, cooking, and camping.

Jade’s previous experience also includes an 8-month work term in Smithers, BC with WSP. At this placement she gained municipal and First Nations engineering experience.

Farooq is a Civil Engineering graduate student at the University of British Columbia. He is with Water Street for his work term. He has diverse knowledge in different topics related to municipal engineering, infrastructure planning, dams, geospatial analysis, geohazards, rock mechanics, and construction management.
Passionate about automating engineering design or analysis. For instance, as part of his master’s engineering project, he created a tool/script to automate the creation of rockfall hazard maps in Global Mapper.
Outside of work, he enjoys discussing cool engineering applications, food, and sports. One of the best burgers Farooq has tried is a beef burger with onion jam, blueberry jam, peanut butter, and spicy mayo.

Scott is a seasoned construction management specialist with over 25 years of solid experience executing and supporting large capital projects, producing high quality work for industry-leading companies in power, oil & gas, mining, infrastructure, and energy. Scott is results-oriented with key strengths in translating client and company needs into workable designs and successful products.
Scott has excellent troubleshooting, problem-solving and coordination skills, and a track record of building successful relationships with clients, colleagues, suppliers, and subcontractors. Scott has a proven ability to adapt to new tasks and environments quickly and thoroughly with a reputation for good judgment and strong decision-making abilities in high-pressure situations. Scott works on contract with Water Street, providing constructablity reviews, construction cost estimating, and construction scheduling support.
