SENIOR MUNICIPAL ENGINEER

Neal Whiteside founded Water Street in 2014. He has 25 years of municipal engineering experience. Neal’s professional focus is water system planning and design.

Neal has extensive water system design experience including the design and construction management of water mains, booster pump stations, groundwater wells, storage reservoirs, control valve stations, and chlorination systems.

Neal’s planning work in the municipal water sector includes model development, demand forecasting, fire-flow analysis, water quality analysis, evaluation of upgrading alternatives, water audits, and asset management studies. Neal has led several master planning projects that included all of these elements. His recent work has focused on master planning of new neighbourhoods (Silver Valley Area Water Servicing), demand forecasting ( MV Impact of Urban Densification on Water Demands), and assessment of aging infrastructure assessment ( North Vancouver Water Model Assessment and Zoning). Neal has long standing relationships with several municipal water utilities in BC, providing ongoing advice prioritizing and addressing their water infrastructure challenges.

ALLAN BRONSRO, PENG

SENIOR CIVIL ENGINEER

Allan has over 30 years of experience planning and designing successful water, wastewater and water resources projects. These have ranged from water treatment plants, pumping facilities of all sizes, pipelines and buried services, stormwater management facilities, and river works.

Allan is particularly known for leading design teams delivering built projects that are practical, cost-effective, safe, and designed with the operators in mind. These have included urban infrastructure facilities such as pump stations that were unobtrusively integrated into populated areas; water management projects for heavy industries such as mines and bulk terminals; and infrastructure for First Nations.

In recent years (since 2014) he has led teams for very high-profile river rehabilitation projects, including the tailings dam failure at Samarco in Brazil.

STUART FRETWELL, PENG

CIVIL DESIGN ENGINEER

Stuart Fretwell is a Professional Engineer with over nine years of municipal engineering experience. Stu’s design experience includes large and small diameter water mains, sewers and force mains, sanitary sewer lift stations, and chlorination systems.

He also has significant construction experience working as a Contract Administrator, construction manager and completing field reviews. Stuart’s previous experience as a surveyor and CAD design technologist provide Stu with extensive practical design and layout experience for water and wastewater infrastructure projects.

JAMES OGILVIE, MENG, PENG

SENIOR WATER RESOURCES ENGINEER

James Ogilvie is a senior water resources engineer specializing in the design and construction of river engineering, habitat restoration, and water management infrastructure projects. James has over 12 years of consulting experience covering a broad range of water resource engineering, permitting and construction projects. He has recently focused on river engineering design and habitat restoration projects, most notably following tailings dam breaches in Canada and Brazil.

James is an experienced project manager with strong expertise in managing multi-disciplinary teams in infrastructure planning, design and permitting. He has extensive field and construction experience and is regularly involved in detailed engineering design of water management solutions.

Outside of work, James loves skiing, sailing, hiking and camping, and exploring our beautiful province with his wife Ashley and adventure cat Yoda.

Laura

LAURA CHRISTENSEN, PENG

CIVIL ENGINEER

Laura is a registered Professional Engineer with 8 years of experience. She holds a degree in Environmental Engineering from the University of Guelph. Her experience includes water infrastructure design, hydraulic modelling, asset management, water resources, and district energy systems.

She has extensive experience modelling municipal water systems and district energy systems using most industry standard software packages. Her hydraulic modelling experience also includes modelling fire-flow, water quality, and transient response. In addition to hydraulic modelling, Laura also applies GIS based tools for asset management, and master planning.

Laura also undertakes a range of detailed design projects including buried piping, transmission mains, dikes, and erosion protection works.  She also provide construction support and acts as field engineer.

JESSICA SOUCY, ASCT, CCA

CIVIL DESIGN TECHNOLOGIST

Jessica is a Civil Design Technologist with experience in civil and mechanical engineering practice. Jessica has worked on various types of projects from water pump stations, PRV stations, sanitary lift stations, slurry piping, asphalt replacement, and drainage stations.

Her experience includes all aspects of the project life cycle including design/drafting, site inspections, report writing, contract administration services, commissioning, and station assessments. She received her CCA designation with the MMCD in 2021 and has extensive site inspection experience.

Outside of work, Jessica loves skiing, boating, hiking, camping, biking and just generally being outside in the BC wilderness.

THERESA LEUNG, EIT

CIVIL ENGINEER

Theresa is a 2021 graduate of UBC’s Civil Engineering Program. Her experience includes system planning and design, demand analyses, hydraulic modelling, and GIS. Previously, Theresa completed an 8-month co-op at Water Street where she worked on a number of water, sanitary sewer, and stormwater projects. Her work experience also includes work with the City of Vancouver Waterworks Design Branch in the Water System Planning and Development group.

SPENCER PAKULAK, EIT

CIVIL ENGINEER

Spencer graduated from BCIT’s Civil Engineering Program with Distinction in 2022. At BCIT he was able to apply hydraulic modelling skills and his knowledge of sustainable infrastructure on a variety of projects.

Spencer previously worked at Water Street for 19 months as a Civil Engineering Technologist. His previous experience included producing construction drawings, performing field reviews and topographic surveys, and assisting with the design of sewage lift stations, booster pump stations, control valve stations, watermains, forcemains, and stormwater management infrastructure.

Kenneth

KENNETH LOUIS

CAD TECHNOLOGIST

Kenneth is a CAD technologist with mechanical design and manufacturing experience.

Kenneth graduated from Durham College Mechanical Engineering Technology program in 2021 as the highest-ranking graduate. He is experienced with multiple CAD software, such as: Siemens NX12, Catia V6, and AutoCad to do Modelling and Drafting. He is currently learning Civil 3D and Revit. Other complementary software for manufacturing includes: NX CAM and Mastercam (CNC Programming), Flashprint and Cura (3D Printing).

PARSA MIVEHCHI

ENGINEERING ASSISTANT

Parsa Mivehchi is a 4th Environmental Engineering Undergraduate Student from the University of British Columbia. He is with Water Street Engineering for his last work term (until August 2023) before finishing his final year of studies.

Recently Parsa’s team competed and won the 2022 BCWWA Student Design Competition and we’ll be moving on to compete in WEFTEC at Louisiana in October representing BC in the Water and Waste Water Category.

Outside of work, he loves cooking, kayaking, and exploring new areas with his mini drone.
